Julie Owen serves as Senior Executive Officer, Project Management Oversight at Los Angeles Metropolitan Transportation Authority. In this pivotal role, she is responsible for managing controls on Metro’s ambitious $160 billion, 50-year capital program—a transformative initiative reshaping Los Angeles’ infrastructure landscape in preparation for major events including the 2028 Olympic Games.
Julie is an industry thought leader with over 30 years of experience managing programs and project controls while delivering some of the most challenging capital projects in the nation. Her expertise has taken her across the globe as an accomplished author and international speaker, presenting on program controls best practices in fifteen countries across six continents.
Her contributions to the industry have earned her remarkable recognition: she is a Distinguished International Fellow of the International Cost Engineering Council, Fellow of the Guild of Project Controls with both Planning and Scheduling (PS) and Cost Management (CM) certifications, and an AACE International Fellow. Julie is also an APTA Leadership APTA graduate from the Class of 2023 and actively serves on the Capital Projects Subcommittee.
Through her leadership at Metro, Julie continues to guide critical transit infrastructure projects that will define Los Angeles’ transportation future and leave a lasting legacy for residents and visitors alike.
